    The head of Precinct 00 and former chief of AMP, Rally is a rather mysterious character. She is very secretive about her past, so little is known about it. It is known, however, that her mother was human and her father a Lucifer Hawk, and that her sister, Rosa, chose the to side with the Lucifer Hawks whereas Rally did not. She has very strong powers, though it is not known just how powerful she really is.

Mana Isozaki

Original voice: Fumi Koyama

    Appointed chief of AMP by Rally in 2027 when Rally was promoted to head of Precinct 00 (the current HQ of AMP). The reasons for this appointment are unclear, and the rest of AMP was originally opposed to it. Mana has extensive magical powers, similar to Katsumi's, though the source of Mana's magic is unknown. She is stern and strong-minded, and makes a competent leader, though she can be overbearing at times. Mana is a very private person, with almost as little known about her as Rally.

Katsumi Liqueur

Original voice: Naoko Matusui

    Katsumi is the daughter of the master sorcerer Gigelf, the man who originally brought the Lucifer Hawks to Earth during a magic incantation, unaware of the impact it would have on Earth. Katsumi uses a powerful magic sword called Grosspolina to help her in her battles against the Lucifer Hawk. She is very powerful and adept in the ways of magic and uses these powers to their fullest, though it took a long time for her to learn how to use them properly. Friendly and good-natured, but also self-centered, Katsumi has a tendency to grandstand in dangerous situations, believing she can solve the problem without help, even when she can't.

Lebia Mavelick

Original voice: Miho Nagahori

    The second-in-command of AMP, Lebia is also the key to the technological defenses of AMP. She has a memory capacity of 3,000 times that of a normal human, the ability to send her consciousness into the worldwide computer network and has a satellite in orbit named Donald containing massive amounts of data and an orbital laser cannon. In addition to the satellite, Lebia has a voice controlled vehicle named Huey, a mobile data-collection robot named Dewy, and her home computer is named Louie. Her capacity is 3,000 times that of a normal human. Lebia is soft spoken and quiet, but nonetheless, plays a critical role on the team.

Kiddy Phenil

    The fighter of the group, Kiddy was crippled in the line of duty by a Megadyne (cyborg) and now 70% of her body consists cybernetic implants. This gives her incredible strength, but this ability also had its price. It has been suggested that she views her cybernetic body as a loss of her femininity, which is likely responsible for her somewhat negative disposition. Kiddy has a short temper and is a very impulsive person, often entering into combat without thinking first.

Nami Yamigumo

    Almost always wearing the robes of a Shinto priestess, Nami has strong mystical powers centred around spiritual and holy items. These powers are inherited from the ancient clan to which she belongs, in which all members of the clan have strong supernatural powers. As a person, Nami is very shy and quiet, and is overtly concerned with cleanliness. She has an older sister named Nana as well, who is close friends with Mana.

    The youngest member of AMP, and also a product of genetic engineering, Yuki is endowed with strong psychic powers. Being so young, these powers do not show very often, and when they do, they are usually not totally under her control. Although sometimes giving the impression of being somewhat light-headed, she is in reality compassionate, caring, and reliable. Yuki has an affinity towards antiques and runs a coffee shop in her spare time.
